The Georgia legislature passed a bill Tuesday to fund one literacy coach in every school offering any grades from kindergarten to third grade, sending it to Gov. Brian Kemp’s desk to sign into law.

Amid a nationwide decline in literacy rates, only 30% of Georgia fourth graders are reading at a proficient level or above, according to 2024 data from the Nation’s Report Card. Per the Georgia Department of Education’s own metrics, 35% of third graders and 43% of fourth graders read below grade level in the 2024-2025 school year.

House Bill 1193 is a major legislative priority for Republican House Speaker Jon Burns.
