When Lilburn City Park manager April Hill begins to talk about her close relationship with her two girls, it is hard for any parent not to relate to her feelings of love and pride.

Although she is candid about not being their birth mother, she still considers the duo to be two of the most important figures in her life.

“They are my children. They mean everything to me,” Hill says with a smile. “I’m sure the majority of pet owners feel the same way.”
