Clean energy groups are criticizing the Trump administration for holding up solar cell imports at customs, following solar panel maker QCells’ announcement of layoffs and furloughs at its Georgia factories earlier this month.

QCells manufactures solar panels at its two factories in Georgia but imports some components, including the solar cells that make up solar panels, from its factories abroad.
