Journalism Student Relies on Open Records to Trace GPC Shortfall

For a year, David Schick has been trying to follow the money trail.  He wants to better understand who’s responsible for Georgia Perimeter College’s $16-million shortfall.  

Schick, who is now a student at Georgia State University, says GPC and the Univ. System of Georgia have been less than forthcoming with information.

Georgia Perimeter College did not respond to WABE’s interview requests; however, a college spokeswoman did provide the following Email.  The school says Schick never responded to the letter below.

Dear Mr. Schick,

This communication confirms your request for information under the Georgia Open Records Act was received July 16, 2012.  You requested the following records:

“any all documents and/or communication, including emails, produced during the decision-making process of the 282 lay offs at Georgia Perimeter College.”

Pursuant to O.C.G.A.§50-18-71(c)(1), the college charges for the search, retrieval, and redaction of records at the prorated hourly salary of the lowest paid full-time employee who has the necessary skill and training to perform the request; provided, however, no charge shall be made for the first quarter hour. The hourly rate associated with your request is $34.37. Given the extensive nature of your request, the estimated cost associated with your request is $927.99. Certain records might need to be copied so protected information can be redacted. If so, there will be additional copying charges (.10 cents/page).

Regarding the associated charges, in an effort to ensure the college exhibits fair and consistent open records’ processes towards all requestors, human resources does not forego charges related to the search, retrieval, and redaction of records. Please consult with your advisor in determining if your account has enough funds for payment of the request. If so, it may be possible for your account to be temporarily unfrozen. 

Please note, as of the date of this email, the Human Resources Department has not received payment related to your June 8, 2012 request. In accordance with open records regulations, the costs for the prior production of records must be paid before moving forward with the production of records associated with your current request.

If you wish to proceed in the matter, payment can be submitted to the college’s human resources office located on the Decatur Campus; 3251 Panthersville Road, A Building – Suite 2500, Decatur, Georgia 30034. Payment via check should be made payable to Georgia Perimeter College’s Human Resources Department.
