Fulton County Sheriff Patrick Labat asked Atlanta City Councilmembers to bypass an independent study needed for the county to lease the city’s detention center. Labat stressed that overcrowding at the county jail was proving dangerous with one recent murder and more than 400 inmates sleeping on the floors.
